The Department of Environment and Natural Resources protects public health and the environment by providing environmental monitoring and natural resource assessment, technical and financial assistance for environmental projects, and environmental regulatory services, all done with reduced red tape, expanded e-government functions, and exceptional customer service to promote a prosperous economy while protecting South Dakota's environment and natural resources for today and tomorrow.
The Division of Financial and Technical Assistance evaluates the natural resources of the state and provides technical and financial assistance in a customer service oriented manner for the protection, restoration, and development of those resources and works with the Board of Water and Natural Resources, the Petroleum Release Compensation Fund Board, and the Nonpoint Source Task Force to develop priorities for project funding. This management position supervises funding and natural resource assessment program staff including engineers, scientists, grant and loan specialists, and support staff. Programs within the Division of Financial and Technical Assistance are; Geological Survey, Petroleum Release Compensation Fund, Water and Waste Funding and Watershed Protection.
Projects and funding priorities are developed through conferring with division and intra-departmental staff and private scientists, engineers, regulators, planners, and grant and financial specialists to achieve effective project development and provide technical and financial assistance for protecting and improving the state’s resources.
This position is exempt from the Civil Service Act.
Licenses and Certifications:
Applicants with a master's degree in environmental science, engineering, public administration, or business administration with 8 to 10 years of managerial experience are preferred.
The Ideal Candidate Will Have:
Applicant with an advanced degree in environmental science engineering, or management/administration or related field is preferred. Experience managing personnel, program management,  program development, possess good communication skills and have substantial experience fostering relationships with staff and stakeholders is also preferred. 
Knowledge, Skills, and Abilities:
  • effective and efficient administration and management of personnel and financial resources;
  • general understanding of grant and finance program administration, including:
  • oversight of capital asset financing programs, which include bonding, loans, and grants;
  • federal grant compliance;
  • the state’s natural resources;
  • effective listening and communication skills;
  • critical and logical thinking to identify strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
