Deputy Budget Director

Fermilab’s Finance Organization seeks a Deputy Budget Officer to assist in the financial activities of the Laboratory. Under the direction of the Budget Officer, provides assistance and backup support for the preparation, consolidation, distribution, reporting and analysis of Laboratory budgets, actual costs and obligations. Assumes responsibility for the Budget function in the absence of the Budget Officer.
You will:
  • Assist with the development of the annual budgetary submission to the U.S. Department of Energy based on guidance from the Laboratory Directorate, information regarding the Laboratory's operations and experimental programs, anticipated equipment and facility upgrades, capital project plans and historical data.
  • Notify the Divisions, Sections, Centers and Projects of relevant Financial Plan changes as they occur throughout the fiscal year.
  • Assure the correct budget allocation of direct and indirect costs for all funding received by the laboratory via the DOE contract.
  • Assist with rate structure estimates for vacation and other paid time off cost pools, overhead cost pools and program support cost pools. Reviews the rate structure on a regular basis for accuracy and recommends changes as necessary.
  • Consolidate and analyze budget, cost and obligation data for the Laboratory and/or for specific projects or operations; provides information on variances and recommends corrective action where appropriate.
  • Assist with the compilation of regular and ad-hoc statistical reports for DOE and senior laboratory management use in planning and budgetary oversight and control.
  • Assist with preparation of projections for financial planning and forecasts budget for each fiscal year in the DOE/Laboratory financial planning cycle based on guidance from the Laboratory Directorate and best available information on Laboratory operations and experimental programs, anticipated equipment and facility upgrades, capital project plans and historical data.
We are looking for:
  • Bachelors’ Degree in accounting, finance or another relevant business discipline with 10+ years of relevant experience
  • 10+years relevant experience that reflects a strong financial background.
  • Strong reporting and database skills including Excel, Access, and other financial tools.
  • 7+ years of experience in various areas of the Finance discipline.
  • 7+ years of experience in Earned Value Management principles, project financial/accounting processes, and federal government financial/accounting processes strongly preferred.
  • Exceptional analytical aptitude.
  • Significant management experience and expertise in Microsoft Office products especially Microsoft Excel.
  • Ability to effectively interact with a diverse group of people
  • Ability to set priorities and handle detailed work with accuracy
  • Excellent oral and written communication skills.
  • Ability to work well under pressure, meet regular deadlines and juggle multiple projects simultaneously.
  •  Knowledge of obligation-based budgeting concepts and practices is advantageous.
Relocation is not available for this position
