Budget and Contract Analyst

This position provides advice and financial expertise to division Directors, Managers, Health Service Administrators, and Finance Directors regarding budgets, purchasing practices, salary and non-salary projections, cost analysis, inflation projections, contracts, and spending.
Responsibilities include but aren't limited to:
-Manage the Health Services annual budget and provide consultation services.
-Track and process invoices and expenditures for accurate and timely payment.
-Provide State-wide direction and oversight for the health services Professional and Technical contracts and their current expenditure budgets.
-Provide education and training to contractors and to employees of primary provider organizations while building and maintaining positive and effective relationships between the Department of Corrections and the health care community.
-Respond orally or in writing to questions, concerns or complaints regarding DOC financial responsibilities for offender health care claims.
-Develop policies and procedures for the health services unit relative to financial processes.
-Other duties as assigned. 
Minimum Qualifications
The following qualifications are required of all applicants seeking consideration for this position:
EXPERIENCE AND EDUCATION:
Three years of professional level experience in health care contract administration, financial/budget management and reporting, and analysis.
Note: completion of a bachelor’s degree in Business Administration, Finance, Accounting, or a closely related field may substitute for 6 months of the above experience. Completion of a master’s degree in Business Administration, Finance, Accounting, or a closely related field may substitute for one year of the above experience.
 
Applicants who meet the experience/education requirements listed above will be further assessed based on the following:
• Knowledge of governmental or large corporate accounting and budget processes and software systems.  
• Knowledge of the principles and practices of health care administration.
• Program administration skills including: integrating human and fiscal resources; conducting cost/benefit analysis; planning and measuring project activity timeframes and outcomes.
• Human relations skills sufficient to coordinate consensus building, establish collaborative relationships, guide expectations of stakeholders, and effectively negotiate with contractors.
• Communications skills sufficient to respond orally or in writing to question, concerns, or complaints.
• Ability to independently identify and address issues and to initiate change.
• Ability to provide advice on policy recommendations or resolution of specific problems as they relate to contracts and the delivery of health care and food service programs.
• Ability to adapt to change and to respond proactively.
