Job Summary

As the Land and Air Compliance Section Manager, the position will ensure that agency services are delivered in an efficient and effective manner as well as protect the public health and environment. Responsibilities include to plan, implement and manage the operations of the Land and Air Compliance Section in the Industrial Division; participate as a member of the agency and division management teams to manage day-to-day operations and decision making for the agency and division; manage and supervise the section’s personnel activities so that they are timely and so that all personnel transactions are conducted in accordance with the appropriate bargaining unit contract; participate in assigned training; comply with MPCA Diversity and Inclusion/Affirmative Action Plan and all related policies and contribute to a work environment that is free of discrimination and harassment and supports an inclusive work environment. 

Minimum Qualifications

Candidates must clearly demonstrate the following qualifications:
Two years of experience supervising environmental activities in one of the following program areas: Water Quality, Air Quality, Solid Waste, Hazardous Waste, Environmental clean up. Experience should include supervising staff; exercising fiscal control and/or preparing budgets; developing and implementing policies, procedures, criteria, and/or guidelines. Experience should be at the level of State classes Pollution Control Specialist Principal, Engineer Principal (supervisory) or equivalent;
OR
Four years of advanced professional experience in an environmental program in one of the following program areas: Water Quality, Air Quality, Solid Waste, Hazardous Waste, Environmental clean-up. Experience should be at the level of Environmental Specialist 3/4, Hydrologist 2/3, Planner Principal State (Environmental), Engineer Senior, Engineering Specialist Senior, or equivalent. Experience must include demonstrated skill in the following areas: 1) plan/implement strategies; 2) interpret policy and regulations; 3) motivate and lead employees effectively; 4) work as a team member and leadership role in internal/external teams or work groups;
OR
A combination of the above experience (A and B) determined to be equivalent. Candidates must also have the ability:
To communicate effectively to all audiences, and to interpret complex policies and regulations and effectively communicate agency positions to project proposers, other governmental entities, and the public.
To employ effective facilitation skills to manage discussions in difficult settings.
To collaborate effectively to establish and maintain effective working relationships between many levels within and outside the agency and, in that context, plan/implement/and coordinate regulatory projects across organizational units.
To utilize management skills to simultaneously guide and direct a number of complex projects while supporting staff and problem solving laterally and vertically to determine appropriate actions.
To apply technical and administrative writing skills to organize and effectively present ideas to the intended audience.
To manage supervisors and staff effectively by setting a good example, providing frequent and regular communication on work priorities, responsibilities, and performance feedback, and emphasizing the importance of providing good service to the taxpayers.

Preferred Qualifications

Working knowledge of the Agency’s Land and Air Compliance program.
Knowledge of relevant federal and state laws and program requirements. 
Knowledge of government budgeting and financial management processes sufficient to coordinate and articulate budget proposals, prioritize, and manage budgets, monitor revenue, administer grants, and interpret budget reports. Ability to manage priorities through a balance of long and short-term goals and objectives, and appropriate follow through on priorities.
Ability to lead and work with strong personalities and manage situations with people in stressful situations.
Build effective alliances, lead staff through problem solving and conflict resolution, support appropriate autonomy for decision-making.
Ability to instill continuous improvement ideas/practices.
Develop shared understanding with others to implement strategic goals and objectives and measure progress in implementation of goals.

Physical Requirements

Requires occasionally lifting and/or carrying such articles as file folders, ledgers and small equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties. 

Additional Requirements

Position duties may require travel but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver’s license checked prior to operating a state vehicle.
