This is a full-time, permanent classified position and is represented by a union.

The Oregon Health Authority (OHA), Public Health Division (PHD), Office of the State Public Health Director (OSPHD) in Portland, OR is recruiting for a Fiscal Analyst to coordinate and monitor fiscal and business activities for the programs residing in the Office of the State Public Health Director, Fiscal and Business Operations section. A high volume of COVID emergency grant funds are managed by PHD and sizable amounts are being distributed to counties, tribes and community-based organizations, therefore, fiscal oversight is critical.

What will you do?
As the Fiscal Analyst, you will review and prepare invoices for payments, ensuring appropriate levels of documentation. You will review service dates, apply accurate coding and assign agency objects. You will establish tracking and record-keeping procedures for monitoring revenue and expenditures and retrieve fiscal data from various sources to produce fiscal reports. 

You will compile monthly amendments to program element contracts and assist with monthly reconciliation of the program elements and submit amendments for review.

In addition, you will prepare and evaluate projections and estimates for year-end position of revenue and expenditures to determine if actuals are on track with expected budget and make recommendations to the program support manager when action is needed.  

In this position, you will monitor labor cost codes for employee payroll, ensure staff is appropriately assigned to the correct cost account, and prepare change forms when necessary. You will monitor time and activity payroll reports to ensure staff are tracking and coding time accurately and prepare monthly financial reports to compare against budget. 

What are we looking for?
Requested Skills
  • A Bachelor's Degree in Business Administration, Public Health or Non-Profit Management, Finance, Accounting or a related degree OR three years of experience in management, policy or program analysis, or technical-level budgetary support activities.
  • Experience analyzing and reporting financial data, adhering to budgets and financial timelines.
  • Experience managing grants and contracts.
  • Experience communicating in both written and oral forms to interact internal and external staff, partners and the public.
  • Experience communicating technical information in understandable terms.
  • Professional, diplomatic Interpersonal skills are required.
  • Must maintain an awareness of changes in program policies and/or activities that may impact current grants and contracts.
  • Proficiency computer software to track, compile, analyze, forecast and report statistical and financial information, such as Excel and Word.
  • Experience promoting a culturally competent and diverse work environment.
