Job Summary

The Department of Natural Resources (DNR) provides outdoor recreation activities and manages Minnesota’s natural resources to create economic opportunity and a sustainable quality of life. We are driven to find talented, innovative employees to help us carry out this mission.
The DNR is currently seeking to fill Safety & Risk Manager vacancy located at the Central Office Headquarters in St. Paul. The Operations Services Division is comprised of business operations sections including Management and Budget Services, Human Resources, Management Resources, Operations, Office of Outreach and Communications, and Internal Audit.  This Safety & Risk Manager position exists to integrate, manage, administer, and implement the department's Safety, Risk, and Emergency Management programs, policies, and operations for the DNR. The position provides leadership for the department as a member of the Division Management Team to develop and implement the DNR's mission and vision.
Responsibilities include, but are not limited to:

  1. Provide high-level Safety, Risk, and Emergency Management program administrative management, strategic, and operational support to the department, divisions, and regions.
  2. Provide ongoing support, guidance, and coaching to employees, recognizing and empowering them in their role as professional experts in safety program areas; encouraging employee development and self-direction.
  3. Evaluate and structure the Safety, Risk, and Emergency Management programs staffing, goals, and work plans to improve effectiveness and efficiency.
  4. Conduct and oversee the review and risk analysis of department, state, and national data and develop and summarize reports specific to the agency mission, staff, tasks, and assets.
  5. Develop and implement plans, programs, procedures, or policies aimed at reducing costs associated with identified risks.

Qualifications

Minimum Qualifications:

  • Bachelor’s Degree in Business Administration, Public Administration, Occupational Safety and Health, Environmental Health and Safety, Industrial Hygiene, or closely related field, AND three (3) years managerial or advanced supervisory experience supervising a safety or emergency management program sufficient to advise, monitor, and support program operations.
  • Comprehensive knowledge of applicable occupational safety, environmental, and emergency management regulations.
  • Ability to apply broad knowledge to complex issues sufficient to anticipate trends, analyze data, and find solutions that balance long-term demands.
  • Demonstrated leadership, organizational, and interpersonal skills to direct, develop, and engage staff.
  • Demonstrated ability to collaborate with a wide variety of stakeholders; experience building and maintaining effective working relationships with internal and external partners within the space of equity and inclusion.
  • Demonstrated ability to conduct risk analysis and assessments.
  • Skills in conflict management and consensus building with diverse groups in order to solve difficult and sensitive problems and management skills to analyze and resolve ambiguous or controversial situations and make difficult decisions.
  • Oral and communication skills sufficient to effectively communicate and present complex information to a wide variety of audiences.
  • Ability to create a respect- and safety-focused culture that empowers staff to carry out the Department’s mission and fosters an environment of positive accountability for performance.

Preferred Qualifications:
  • Four (4) or more years managerial or advanced supervisory experience supervising a safety or emergency management program sufficient to advise, monitor, and support program operations.
  • Relevant professional certification such as Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or closely related certification.
  • Managerial experience in administering and delivering multiple programs.
  • Experience with advising senior leadership on safety and risk program needs and opportunities.
  • Experience in creating and managing budgets.
  • Strong ability to analyze and summarize diverse information sources.

Physical Requirements
Occasionally lifting such articles as file boxes and heavy hand tools or heavier materials with help from others and/or lifting and carrying light objects frequently. Even though the weights being lifted may only be a negligible amount, a job is in this category may require walking or standing to a significant degree or may involve sitting most of the time with a degree of pushing and pulling of arm and/or leg controls.

Additional Requirements
This position requires an unrestricted Class D Driver's License with a clear driving record.
