Loan Specialist I

General Duty Statement
Performs full-performance technical work processing, evaluating, and recommending approval for home mortgage applications for owner-occupied dwellings. Reviews and evaluates applications and interviews applicants to obtain financial and credit information. Explains program components to prospective clients. Provides information to rehabilitation advisors for inspection and contract bid use. Assists in reviewing bids and preparing and submitting loan packages. Arranges closing, transmits closed loans and home mortgages to appropriate agencies. Maintains records and prepares reports regarding loan activity. Performs other related duties and responsibilities as required.
Information Specific to this Position: 
The City of Saint Paul's Department of Planning and Economic Development is seeking a Loan Specialist I to join a team that has experience and is passionate about meeting the housing needs of low and moderate-income households to ensure access to quality housing for all Saint Paul residents. The loan specialist will provide down-payment assistance loans to prospective homebuyers, loans to improve property condition and to address urgent health and safety concerns of current homeowners, and other resources to support low and moderate-income Saint Paul residents.
 
Primary Responsibilities: 
  • Provides housing information directly to individuals and families to help them obtain housing resources
  • Assists with loan intake and initial request for service
  • Conducts application interviews 
  • Assists with coordination of the lending process
  • Gathers documentation to complete loans
  • Assists with income calculation and determining eligibility based on federal program guidelines

Requirements
High School Diploma or General Education Development (GED) Certificate and fifteen (15) college semester credits in real estate, housing, or financial management courses acceptable toward an Associate Degree's in Financial Management, Real Estate and Appraisal, or a related field.
Must have one (1) year of experience as a Loan Assistant or equivalent or as a loan officer in a bank or lending agency. Each additional year of qualifying experience may be substituted for five (5) college semester credits. 
Must possess and maintain a valid Minnesota Class D Driver's License, or equivalent out-of-state driver's license. 

Preferred Qualifications: 
  • Experience working with federal funding
  • Experience working for a non-profit lender or other governmental entity
  • Experience working with residents from diverse backgrounds, and with a variety of support needs

Qualifications Rating: The Qualifications Rating is an assessment of your completed application and answers to Supplemental Questionnaire. Be as specific and detailed as possible in completing your application and questionnaire. You must submit your completed application and supplemental questionnaire by the application deadline.

Eligible Lists created from Open Job Posting: This job posting is open to anyone who meets the position requirements. Non-promotion eligible lists typically are pass/fail and promotion eligible lists are typically ranked. Those who pass the assessment will be placed on an eligible list for approximately one year. If the open eligible list created contains a veteran, one open list will exist. When there are no veterans remaining on the eligible list (i.e. hired, withdrawn) from an open list that also contains promotional candidates, two lists will be created: one open list and one promotion list. If two lists exist, the promotion list must be exhausted before the open list is considered.

Final Selection Process: You must receive a score of 75% or higher to pass the assessment and be considered for the position. Those who pass will be placed on an eligible list and all will be notified of their status. A Hiring Manager will consider those applicants eligible for hire. You will be notified if you are invited to participate in the final selection process which may include an interview, job simulation, work sample submission, or other evaluation method. 
 
Condition of Employment: This position will require proof of vaccination and an attestation of vaccination for COVID-19. This position requires a driver’s license check, and a background check which may include criminal history, and employment history as a condition of employment. Candidates will be required to submit proof of education to Human Resources upon conditional job offer.
